Robust algal bloom defense

It lands on somebody's shift.

Nobody schedules a bloom. It shows up on a Thursday night, the screens start loading, the pen goes quiet, and the person holding the radio has to decide something before the person who signs things is awake.

If it is happening right now

Stop reading this page. The hour-by-hour sequence is the one you want, and the first four steps take about twenty minutes.

Log the time and the reporter. Take two bottles, a position and a photograph. Make only the moves you can undo before lunch. Then start the calls — regulator first if your permit says immediately, staff next, and your service operator in the same hour. If a program is already running on your water, that call changes what it does today. If there is no program, ring anyway: standing one up from cold runs in days, and the call itself costs nothing.

Everything below belongs to the quieter week, the one where next season's triggers get written down. That is the week the work actually gets done.

The gap in the literature

Most bloom guidance is written for the people who arrive afterward.

There is a lot of good material on why blooms happen and a reasonable amount on what they cost. There is very little on what to actually do between midnight and six, with the equipment you have, before anyone senior has answered the telephone.

The duty desk has a harder problem than the report writer. You cannot change the nutrient load, you cannot move your intake, and you cannot wait for a laboratory result before deciding whether to throttle. You decide anyway, and the decision has a number attached to it by Friday.

You have probably been burned before, too. Somebody told you to keep pumping and you lost membranes. Somebody told you to harvest early and the bloom passed in a day. Both are ordinary experiences in this trade, and both are why a written trigger beats judgment at three in the morning every time.

So what follows runs in shift order. What you watch. What you do first. Who you wake. What you write down.

Readiness

The watch list, and who actually owns each line.

Half of the failures we hear about are not detection failures. They are ownership failures — a signal that arrived somewhere nobody was reading, on a weekend. Readiness is also not a phase you enter in May. It is a state you hold all year or find out you have lost.

Escalation

  1. Watch This rung has no start date. The list above is being read by named people, the sample kit is stocked, and the numbers on the wall are current — in February as much as in August. It costs almost nothing, and it is the one that quietly lapses in the quiet months.
  2. Verify Something has been seen. Before it is described to anyone outside the site, it gets a bottle, a position, a time and a photograph. Discolored water is not yet a bloom, and a bloom is not yet a toxic one.
  3. Protect Asset moves begin — intake depth or rate, aeration, feed, netting, bathing signage. These are decisions with a cost attached, which is why the trigger for each belongs in your document rather than in a conversation.
  4. Notify Regulator, laboratory, insurer, and whoever runs treatment on your water. Waking someone at four costs an apology. Not waking them costs a season, and everyone on the call the next morning will know which choice was made.
  5. Stand down Against agreed criteria, not against a clear-looking surface at dusk. Then the log, the photographs, the invoices and the honest note about what did not work. That note is the only reason next season goes better.

First hour

Four things that make it worse.

None of these are hypothetical. Each one is a mistake we have heard described by the person who made it, usually in the same flat voice.

  • Do not name the organism before a bottle has gone to a laboratory. Once a species is in a group chat it is in a newspaper, and retracting it costs more than the delay would have.
  • Do not raise intake flow to build storage ahead of the event unless somebody has looked at what that pulls through the screens. Filling the tanks with bloom material is a way of moving the problem inside the fence.
  • Do not start any dose you cannot stop, measure and account for to your regulator afterward. Improvised chemistry in open water is the fastest route from an incident to an investigation.
  • Do not stand the team down because the surface looks clean at sunset. Material sinks, decomposes and takes the oxygen with it, and the worst hour of many events is the one before dawn on day two.

By the time this is on the beach, the decisions that mattered were taken thirty-six hours earlier by somebody who did not yet know what they were dealing with.

Field note

The most useful thing on any site we have visited was not an instrument. It was a laminated card by the screen-house telephone with six names, six numbers and the sentence "ring in this order, do not stop at voicemail".

Every good operation has one. Almost nobody has one that has been checked since the last reorganization.

Worked case — Barka, Oman, July 2023

When the bloom takes the drinking water, not the fish.

This is the event we walk people through, because everything that went right was arranged years before the bloom and everything that hurt was time-critical.

What happened

In July 2023 a red tide significantly disrupted the main desalination plant at Barka. Nama Water Services brought reserve wells into service, ran the Sohar, Barka and Ghubra plants as an interconnected set, and asked customers to reduce consumption until seawater quality recovered.

Reported via regional press rather than a regulator's incident file, so we treat the operational detail as indicative — Nama Water Services, via Muscat Daily.

What an operator should take from it

Three of the four responses were structural. Reserve wells, plant interconnection and a public communication route all had to exist before the week they were needed, and none of them can be built during an event.

The fourth was the demand-side ask, and it is the one that spends public patience. A site that has to use it twice in a season has a readiness problem, not a bloom problem.

Recovery, and the part that gets skipped

The log is the asset.

Nobody wants to write it. Everybody wants it the following June.

Six things, while they are still fresh: the timeline with clock times, every sample with its position, what each protective move cost, what the wind did, who you could not reach, and the one decision you would take differently.

That document is what turns a bad fortnight into next season's trigger table. It is also, bluntly, what a treatment supplier needs in order to say anything useful about your site — including Alarivean, who will ask for exactly these six things before quoting anything.

Treatment, and the review that comes afterward

Somebody outside the fence is reading the same trace you are.

Picture the moment. Two in the morning, a vessel working your basin, the oxygen string at the head of it finally climbing. Your water has not gone anywhere to get that way. It is drawn through the treatment stage at high flow and put back into the same basin, with nothing held on board and nothing taken off site, which is exactly why the instrument that moves is yours. You are watching that number. So, live, from a laboratory or a marine department somewhere in your own region, is a scientist who works for neither you nor the treatment provider.

That is arranged deliberately and it is not negotiable from our side. Programs are set up with local scientific institutions engaged throughout and given the same water-quality feeds the operator is using, plus whatever they choose to run alongside.

Duty staff get something specific out of it. When you escalate, you are not the sole witness to your own escalation. When you stand down, a party with no commercial interest watched the same criteria being met. And if treated water behaves in a way nobody expected, the alarm does not have to travel through the company that caused it.

Put that institution's name and its out-of-hours number on the laminated card with everything else.

Field note

The hard question in an incident review is never "what did you do". It is "how do you know". Sites answer that well when a second party was reading the instruments at the time, and badly when the record is being reconstructed from a log a fortnight later.

Reconstruction is how careful operators lose arguments they ought to win.

Four things to settle before you sign anything

Which institution. Which feeds, and at what latency. What they are allowed to publish. And who they telephone first. A provider who cannot answer those in one meeting has not worked under scrutiny.

The asset, the months it goes wrong, what you lost and what you tried. Back comes a straight read on whether in-water treatment would have changed that week, whether a standing program is worth it on that water, and a named lead who will answer the phone at three in the morning.

What is on offer is not a call-out. It is a subscription to an ongoing program, run by a licensed service operator, working your water in the quiet months as well as the bad ones — on a principle every operator already applies to their own kit, that the pump serviced in March is not the pump that fails in August. Stressors never stop arriving. Held down week after week they do not reach the state that needs an emergency, and that is the whole reason the number on the page is one an operating budget can carry. Standby capacity kept idle for your worst fortnight would cost you considerably more. None of which means a hull parked off your pontoon in February — the program runs all year, and what it does in a given week follows what the water is doing.

You can also get out. Performance outside the agreed spec ends it there and then, and once the minimum period has run you can end it because you are not satisfied, without having to prove why.
